Instructions

  1. Cook the elbow macaroni according to package instructions in salted water. Drain and rinse under cool water until chilled.
  2. In a separate bowl, mix mayonnaise, mustard, vinegar, black pepper, sugar, salt, garlic powder, and onion powder until well combined.
  3. Stir in the diced onion, celery, and bell pepper into the dressing.
  4. In a large mixing bowl, combine the cooled pasta with half of the dressing; mix well. Cover and refrigerate for at least two hours to allow flavors to meld.
  5. Just before serving, add the remaining dressing to the pasta and toss gently. Adjust seasoning if needed.
